Dutch Gouda Escalloped Potatoes

2 lbs. potatoes, peeled and sliced
½ tsp. nutmeg
1 tsp. salt
1 tsp. garlic juice OR 2 cloves crushed garlic (optional)
½ tsp. freshly ground white pepper
1 tsp. freshly ground black pepper
2 ½ cups
1 cup whole milk
½ cup cream
